In her twelve years with FCS, Ms. Bean has successfully led FCS’s services on more than 450 projects and has helped expand on-call contracts within the state of California from 21 agencies to 123. She also works with cities and local municipalities to create plans that help them identify, manage, and analyze key metrics to reach their sustainability goals and provide transparency to residents and other stakeholders.
Ms. Bean is a member of several professional planning organizations, including the American Planning Association, the Association of Environmental Professionals, and the Urban Land Institute. By invitation, she serves on panels to educate and inform planners about the continually evolving landscape of CEQA regulations. Her expertise across a broad range of environmental topics is backed by her experience in the field, research, technical writing, and planning. Her depth of knowledge allows her to be particularly effective in strategizing with clients about the most efficient approach to environmental review, and she has led FCS’s charge as an industry groundbreaker in CEQA Streamlining.

FCS Provides On-Call Services to 120+ Local Agencies

With the addition of the City of Santa Ana’s Parks and Facility Department and Public Works Agency, FCS marks 123 on-call contracts with 103 local agencies within the state that have validated FCS as a pre-approved vendor. FCS and Cameron-Cole Share PFAS Expertise at AEP CA State Conference
IRVINE, CA – April 5, 2023 — Environmental experts from Cameron-Cole and FirstCarbon Solutions (FCS), both ADEC Innovations companies, will share first-hand experience regarding per- and polyfluoroalkyl substances (PFAS) at the Association of Environmental Professionals (AEP) CA State Conference April 23-26 in Lake Tahoe, CA.
PFAS—often called “forever chemicals” due to how slowly they break down over time—are increasingly found in the air, soil, water, and humans. The most recent studies on human health effects have led the Environmental Protection Agency (EPA) to propose PFAS standards for drinking water that are especially stringent at the parts per trillion level. Litigation risk appears to be growing in step with increasing regulation.
Cameron-Cole and FCS’s panel discussion, PFAS: How to Navigate this 21st Century Challenge, will be held Tuesday, April 25, and will discuss the history and future of PFAS, including new regulatory standards and associated liability under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Additionally, panelists will discuss the risk management processes, remediation strategies, and potential funding sources to support organizations facing PFAS risk and regulatory challenges.
“With the latest EPA ruling, regulators will soon require greater PFAS testing frequency in drinking water, wastewater, stormwater, soil, and groundwater sites,” says Liza Debies, FCS Environmental Services Project Manager and panel moderator. “It’s critical to understand this rapidly evolving landscape, and this panel will provide resources intended to help our audience make better-informed decisions.”

USGBC-LA Releases White Paper & Hosts Panel on “Telecommuting’s Impact on Greenhouse Gas”
Los Angeles, CA (February 24, 2021) – A year into the COVID-19 pandemic, a significant portion of Angelenos are still telecommuting (aka "working from home") to prevent the spread of COVID-19. Across the U.S., the number of days worked from home in 2020 more than doubled compared to 2019. Even after the pandemic subsides, experts predict telecommuting rates will remain far higher than pre-pandemic levels, begging the question, how will this shift in workforce location impact the environment?
At 4:00pm PT tomorrow (Feb. 25) the Los Angeles Chapter of the U.S. Green Building Council (USGBC-LA) will host a panel presenting the findings in a white paper, “Telecommuting’s Impact on Greenhouse Gas.” This will be the first paper in USGBC-LA’s White Paper Pandemic Series which will present three whitepapers from now through April, produced in collaboration with the organization’s LA Sustainability Executives Roundtable (LASER) committee, comprised of the region’s top corporate sustainability executives and leaders. Registration for the panel is open and USGBC-LA looks to provide regional environmental leadership around these issues of telecommuting, plastic waste, and carbon offsets as we collectively work to emerge from the pandemic.
This first panel discussion will be framed and moderated by Hilary Norton, Chairwoman and Commissioner, CA Transportation Commission (CTC) with panelists from the LA County Metropolitan Authority, Streetlight Data, and the Electric Power Research Institute (EPRI).
Though it's often assumed telecommuting reduces greenhouse gas emissions (GHGs), after diving into the scientific literature, the findings aren’t so clear. Telecommuting has a complex impact on both the transportation and building sectors, which combined, are responsible for the vast majority of GHGs in LA County. With this in mind, the white paper explores:
- how these two sectors have been impacted by COVID-19 and telecommuting,
- potential implications of telecommuting on greenhouse gas (GHGs), and
- what private companies and public policymakers should consider to ensure increased telecommuting is compatible with the L.A. region's climate change goals.
Top Findings & Recommendations:
- While several studies show telecommuting reduces traffic congestion and commute times, other studies suggest telecommuting may increase non-work travel and eventually encourage workers to move outside the urban center towards suburban or rural communities, potentially worsening urban sprawl and associated GHG emission impacts (e.g., reliance of personal vehicles, larger housing footprint).
- To minimize building-related GHG emissions from increased telecommuting, several studies suggest office buildings should downsize their footprint and implement a shared workspace model such that capacity is maximized each day, regardless of the number of workers telecommuting.
- To minimize potential GHG emission increases from telecommuting, we recommend expanding and incentivizing use of public, active, and electric vehicle transportation infrastructure, and decarbonizing both home and commercial office spaces via electrification, efficiency, and demand response technologies.
“This unprecedented collective experience of the pandemic has given us a unique opportunity to evaluate telecommuting as a potential long-term solution to reducing the impact of vehicle related greenhouse gas emissions,” states Ben Stapleton, USGBC-LA Executive Director. “Unfortunately, there are no simple answers to complex questions, but it is clear that going forward we need to leverage this moment to be more strategic about how we use office space and transit incentives to include telecommuting.”

California APA Conference 2019: Reinventing Suburban Retail in the Face of Digital Disruption
Barbara Nelson, MUP, AICP, Senior Project Manager at FirstCarbon Solutions (FCS) will moderate a panel at the 2019 California APA Conference in Santa Barbara, CA.
Working with FirstCarbon Solutions, Dyett & Bhatia Urban and Regional Planners, BAE Urban Economics, and the City of San Ramon developed a long-term Retail Strategy to foster local business growth and a stronger local economy. This collaborative project was strategically designed to be sustainable and responsive to retail sector trends.
The retail sector has experienced a rapid shift as online megastore trends take hold. Many consumers now prefer to shop online, and brick-and-mortar stores have had to undergo massive strategic changes—or close altogether.
To thrive in this new environment, ensure fiscal and environmental sustainability, and improve quality of life for local communities, approaches to retail strategy must adapt. How can existing retail shopping centers evolve, and how should new strategies be designed in an auto-centric suburban setting?
In 2018, the City of San Ramon collaborated with FCS to develop a comprehensive city-wide Retail Strategy. Created to guide the transformation of retail centers and underutilized areas of San Ramon into mixed-use developments, the Strategy outlines key implementation actions recommended to achieve objectives, including:
- Fostering vibrant, community-oriented retail/commercial nodes;
- Revising parking standards to achieve better balance for consumers and amenities; and
- Promoting the role of retail centers as community gathering places.
In this session, representatives from the City and FCS will discuss lessons learned in developing a retail strategy that addresses citywide opportunities and constraints, and share ideas related to promoting retail center owners to revitalize or redevelop their centers to strengthen performance and enhance community quality of life.

FirstCarbon Solutions participates in the 5th International Greentech & Eco Products Exhibition & Conference Malaysia (IGEM2014) on October 16 to 19, 2014 at the Kuala Lumpur Convention Centre in Malaysia.
Carrying the theme “Creating Green Wealth,” IGEM2014 promotes the use of green technology to attain sustainable economic growth for nation-states and provided a venue for discussing urgent matters on environmental and energy security. The 4-day event is attended by approximately 60,000 visitors representing some 600 organizations.
FCS to Present at Air Quality Analysis CEQA Tools Workshop
FirstCarbon Solutions (FCS) will present at the AEP Air Quality Analysis CEQA Tools Workshop which is set to take place on March 11, 2014 at the Fresno Breakfast House in Fresno, California.
This workshop will benefit those involved in characterizing project related impacts on air quality, such as government agencies, land use planners, consultants, and environmental professionals. It will include an overview of the California Emissions Estimator Model (CalEEMod), a hands-on demonstration of its operation, and user tips to facilitate the models use.
Additionally, the CEQA Tools Workshop will provide a demonstration of the new modeling toll recently developed by the San Joaquin Valley Air District that will allow CEQA reviewing agencies and project proponents to conduct screening level risk assessments for a variety of emission source types (i.e., truck idling, truck travel, internal combustion engines, fast food restaurant drive throughs, and gasoline dispensing facilities).
