Adrienne Garcia
Adrienne Garcia is an Assistant ESG Proposal & Project Manager for the ADEC Innovations team. Hailing from Huntington Beach, California, Adrienne attended UC San Diego and graduated with a B.A. in Environmental Systems (Environmental Policy) in 2016. Prior to her time with ADEC, she interned with the City of San Diego's Environmental Services Department and served as an Americorps CivicSpark Fellow for the Southern California Association of Governments (SCAG). She is highly interested in implementing more sustainable practices and policies in the corporate environment. She has enjoyed assisting the ADEC team in developing meaningful proposal and technical support and looks forward to continuing to work with individuals that are dedicated to creating a more sustainable future.
Alec Villanueva
Alec Villanueva is a Biological Resources Specialist who has worked with the California Department of Fish and Wildlife (CDFW), Pacific States Marine Fisheries Commission (PSMFC), and as a student research assistant at the University of California Davis. He has experience conducting biological surveys across the state of California. He is knowledgeable of the environmental review process under CEQA, the California Fish and Game Code, and State and federal Endangered Species Acts. His experience also includes drafting biological reports, identifying plant and animal species, collecting water quality data, using the ArcGIS software and global positioning system (GPS) devices, as well as operating motorized watercraft, and all-terrain vehicles.
Alicia Godlove
Alicia Godlove is a Project Manager on the Environmental, Social and Governance(ESG)/Sustainability Team. She has nearly 10 years’ experience in various aspects of sustainability including green auditing, carbon accounting, energy efficiency improvements, and responsible sourcing. Most recently, Alicia was a Manager, Materials Services managing a team responsible for auditing programs and conducting training to expand local auditing and sales capacity to China, India, and Europe. Alicia was the Senior Technical Associate at SCS Global Services where she was the project manager for more than 40 domestic and international clients and conducted over 30 onsite audits in the US, Europe, and China to verify environmental systems, workplace conditions, and quality management systems to standards based on ISO 9001. In addition, Alicia held a number of different roles at firms including Strategic Sustainability Consulting, DNV GL (formerly KEMA, Inc.), William J. Clinton Foundation and Spotts, Stevens & McCoy, Inc. With her Master’s Thesis Group Project on community sustainability planning in Santa Paula, CA, Alicia received her Master of Environmental Science and Management with a Specialization in Corporate Environmental Management from the Donald Bren School of Environmental Science & Management at UC Santa Barbara. She also received her B.A. in Biology from Pomona College.
Ashley Chin
With an international background in countries across the Pacific, Ashley Chin's commitment to and interest in sustainability and sustainable tourism spans years of work in Hawaii and New Zealand. An alumna of the University of Auckland's Graduate School of Management, Ashley subscribes to the belief that creativity and storytelling in marketing can foster real connections between an organization and its audience. She hopes to help her brilliant colleagues at FCS/ADEC Innovations bring the company's story to life and communicate its message of environmental stewardship and sustainability to a global audience.
Betty Chea
With over 15 years’ experience in Human Resources, Betty oversees employee relations, ensuring regulatory compliance, administers employee-related services such as payroll, training, employee development, worker’s compensation, compensation, and benefits. She maintains compliance with federal, state, and local employment laws and regulations, and recommends best employment practices. Betty provides support and guidance to management and staff when complex, specialized, and sensitive questions arise. She has a Bachelor of Science in Business Administration with an emphasis of Human Resources from Cal State Dominguez Hills.
Brittany Hagen
Brittany Hagen is an Environmental Services Analyst with extensive experience in CEQA and NEPA. She has substantive knowledge in the environmental scoping process and in preparation of environmental review documents, including initial studies that comply with CEQA and NEPA requirements. In addition, Ms. Hagen is knowledgeable with the use of software such as, ArcMap, ESRI Story Map Application, ArcGIS Online, and GeoPlanner.
Cecilia So
Cecilia K. So has a Bachelor’s degree in Social Ecology with a minor in Criminology from University of California, Irvine. She has over six years of experience in the preparation and management of CEQA documentation for municipalities and private clients throughout California. She is proficient in the provisions of CEQA and other State regulations and has actively overseen the compilation and completion of EIRs, Addenda, IS/MNDs, and MMRPs for mixed-use, residential, commercial, retail, transportation, industrial, and institutional projects. Ms. So specializes in transportation analysis and has performed traffic studies for various types of planned development projects, including residential, commercial, and warehousing uses.
Christel Calilung
Armed with a passion for Marketing and Sustainability, Christel Calilung joined FirstCarbon Solutions (FCS) as a Marketing Coordinator in July 2019 and is currently a Marketing Specialist. After graduating from the University of California Riverside with a BA in Sociology, she obtained her MBA from California State Long Beach with a dual specialization in Marketing and Finance. Since joining the team, Christel works day-to-day on multiple projects, across different channels throughout FCS and ADEC ESG Solutions, collaborating with cross-functional teams to successfully implement their Marketing strategies and effectively communicate their unique messaging to their audiences. Driven by her dedication in seeing tangible results, she enjoys creating impactful work in the Environmental industry and helping to bridge the gap between the company and its customers, ultimately building a more cohesive, sustainable path for the future.
Dana DePietro, PhD, RPA
He is a Registered Professional Archaeologist (License No. 13517) who meets the Secretary of the Interior’s Standards for historic preservation programs in archaeology. Dana has experience in compliance with NEPA, CEQA, the National Historic Preservation Act (NHPA), and the Archaeological Resources Protection Act. He has completed cultural resource projects that have involved agency, client, Native American, and subcontractor coordination; treatment plans and research design development; archival research; field reconnaissance; site testing; data recovery excavation; construction monitoring; site recordation; site protection/preservation; mapping/cartography; spatial analysis/Geographic Information System (GIS); laboratory analysis; materials conservation; artifact curation and exhibition; and report production. Dana has completed projects in California within the jurisdiction of the Bureau of Land Management and other federal agencies requiring compliance with Section 106 of the NHPA. He has also completed projects throughout California under CEQA for state and local governments and municipalities, including the California Department of Transportation (Caltrans), and has worked with clients to ensure deliverables meet and exceed the standards set by the California Office of Historic Preservation (OHP).

George Lu
Associate Director, ESG Technical Services. With over 16+ years’ experience in air quality, greenhouse gases, and sustainability planning, George is ADEC’s Senior Scientist, Air Quality & Climate Change, supporting the Air Quality/GHG Environmental Services group and ESG group. George has been responsible for the Air Quality and GHG sections for EIR/EISs and emissions inventories for climate action planning projects in California, throughout the US, and internationally. George graduated from the University of California, Davis with a BS in Environmental and Resource Science.
Hunter Donovan
After graduating from Santa Clara University in 2018 with a degree in Environmental Science and Theatre, Hunter Donovan has joined the Environmental, Social, and Governance team at ADEC Innovations. She has been working on CDP related projects as well as CSR reports and GHG inventories. She is hoping to become an environmental lawyer in the future and has an interest in environmental justice.
Jacki Fricke
As Senior Marketing Manager, Jacki leverages twenty years’ experience on both the client and agency side to translate internal and external client market situations into actionable plans. Creating go-to-market strategies for ADEC ESG Solutions and FirstCarbon Solutions’ (FCS) business units and products, and multi-channel MarCom plans for strategic partnerships allows her to marry her affinity for analytics and savvy creative with organizations that provide positive global impact. Jacki earned her BA in Political Science with a minor in Communication Studies from The College of New Jersey.
Jackson Williams
Jackson began his internship with FCS in July 2020 as a rising junior at the University of San Diego (USD) pursuing a major in Environmental Science with a minor in Italian. At USD, Jackson spent time working as a lab technician for the Environmental Science Department. After graduation, he plans to pursue a graduate degree in either Environmental and Ocean Science, or a program related to business or law.
Jason Brandman
As Senior Vice President, Business Development, Jason is responsible for working with clients around North America to provide them solutions that meet their needs. With more than 26 years’ experience, Jason has been providing his knowledge and expertise in planning, environmental impact assessment and public policy analysis to major corporations, attorney's, various business entities, and state, regional, and local jurisdictions throughout California and the western United States.As a recognized leader in his field, Jason has worked on a wide range of complex and controversial projects including downtown revitalization plans, major mixed-use developments, large/small scale residential developments, regional transportation corridor and utility transmission line studies, and commercial and industrial developments. Jason is a recognized expert in the management and analysis of Environmental Impact Reports, Environmental Impact Studies, Environmental Assessments, Mitigated Negative Declarations, Specific Plans and water/wastewater resource and hazardous material studies, planning land use, aesthetic analysis, transportation/circulation, geology, hydrology, public services, utilities and cultural resources. Jason is also quite active in speaking at seminars and conferences where he regularly provides informative presentations to public agencies, private organizations, and the public at large. Jason earned his Bachelor's degree in Urban Geography from California State University at Fullerton.
Jorge Caspary
Jorge has 25 years of experience in technical and management decisions in the areas of environmental assessment and site cleanup, solid and hazardous waste management, RCRA/CERCLA program and policies, brownfields redevelopment, and contaminated property reuse strategies. Additionally, he has also consulted and provided strategic direction and technical support on complex closures of contaminated properties and as well as engaged with other states and EPA regional and headquarters regulators.
Kathleen McCully
Kathleen McCully joined FirstCarbon Solutions (FCS) as an Environmental Analyst in April 2019. As a part of the Environmental Services Team, she primarily assists with analyzing environmental impacts of development projects and writing California Environmental Quality Act (CEQA) documents. Kathleen graduated from the University of California Berkeley in 2018 with a B.S. in Environmental Sciences. Kathleen has taken the lead on keeping the Walnut Creek office’s new California Green Business Certification and helping all other California FCS offices begin the journey to becoming an official Green Business.
Kerri Tuttle
Kerri Tuttle, MS, is the Senior Director of Sales/Operations and Environmental Services for FCS. In this role, she evaluates clients’ evolving regulatory and sustainability needs, matching the appropriate teams and skill sets for maximum efficacy, and streamlining processes for achieving deliverables. Kerri has more than 24 years of professional experience leading environmental investigations, preparing environmental impact analyses, and securing necessary environmental permits and approvals from local, State, and federal entities on behalf of private and public clients throughout California.
Kevin Bolland
Kevin Bolland graduated from Colorado State University in 2013 with a bachelor’s degree in Natural Resources Management and a minor in Global Environmental Sustainability. In addition to his education, Kevin has obtained over 5 years of experience in technical writing, air quality science, land surveying, and Phase I Environmental Site Assessments. Kevin joined the FCS Environmental Services team in May of 2019, and prepares CEQA/NEPA compliant documents such as Mitigated Negative Declarations, Initial Studies, Environmental Impact Reports, and other related materials. Kevin’s specialties include research, technical writing, database analytics, and environmental science.Kevin is a member of the Association of Environmental Professionals, and is a certified Naturalist with the Orange County Parks Department. Using his diverse experience, he aims to provide the highest quality service possible, while understanding the goals of clients and individuals alike. Kevin is a forward thinking individual and is eager to dedicate his talents to achieving goals with the future of our shared world in mind.
Lance Park
Lance brings extensive working knowledge of health risk assessments and CEQA-compliant air quality, greenhouse gas emission, and energy analyses. He has developed AQ analyses for more than 100 projects ranging greatly in type, size, and location.
Lisa Davison
Lisa has more than 14 years of experience in the preparation of environmental documents that meet CEQA and NEPA regulations for a variety of projects, including mixed-use development, residential projects, assisted living/memory care facilities, gas stations, hillside development, industrial/commercial projects, urban infill development, annexation projects, and water and wastewater infrastructure projects.
Liza Baskir
Liza has over 6 years of experience in managing the preparation of CEQA and NEPA documents, including Environmental Impact Reports (EIRs), Initial Studies/Mitigated Negative Declarations (IS/MNDs), Addenda, Environmental Assessments (EAs), and Categorical Exemptions and Categorical Exclusions. She has completed CEQA and/or NEPA documentation for materials recovery facilities (MRFs), mixed-use developments, housing elements, residential, commercial, retail, transportation, industrial, recreational, and institutional projects.
Madelyn Dolan
Maddie Dolan returned to FirstCarbon Solutions (FCS) as an Environmental Services Analyst in October 2020 after interning for the company in 2019. In May 2020, she graduated from the University of California, Berkeley with degrees in Environmental Economics & Policy and Society & Environment. She held positions as UC Berkeley Panhellenic Vice President of Sustainability and Co-President of “Greening the Greeks.” Before working at FirstCarbon Solutions, she interned for Bay Area Green Tours in Oakland and for Global Green Economic Forum in Singapore. Maddie is passionate about Environmental Justice as it relates to public policy and social movements.
Martin Rasnick
Martin Rasnick was a brilliant biologist, a compassionate leader, and an advocate for doing impactful work with an emphasis on quality and doing the work right. In Martin’s tenure with FCS, his impact was immediate and will be long lasting. Martin brought more than 26 years of professional experience in project management, regulatory permitting/support, and jurisdictional delineation services to FCS. He was well versed in various federal, State, and local environmental laws and regulations, including CEQA and NEPA, proficient in environmental entitlements, mitigation monitoring, and mitigation design. An expert in preparing regulatory permits, developing a range of environmental reports and assessments, and conducting site investigations, habitat analysis, and biological surveys, Martin supported a range of projects requiring wetland delineations, CEQA documentation, entitlement processing, and mitigation and construction monitoring throughout Southern California municipalities in Imperial, Kern, Los Angeles, Riverside, San Bernardino, San Diego, and Ventura counties, as well as Arizona, New Mexico, Nevada, and Washington. Martin also conducted mitigation monitoring in freshwater marsh, riparian wetlands, vernal pools, coastal sage scrub, and oak woodland habitats, and prepared habitat restoration plans and designs, having supported the implementation of various restoration projects. He was an expert in a wide variety of technical biological work, supporting projects that require coordination with agencies including the US Army Corps of Engineers (USACE), the US Fish and Wildlife Service (USFWS), the California Department of Fish and Wildlife (CDFW), the California Coastal Commission, the US Environmental Protection Agency (EPA), and the Regional Water Quality Control Board (RWQCB). He conducted Section 7 consultations, and prepared and processed numerous permit applications, modifications, and amendments pursuant to Sections 404 and 401 of the Clean Water Act, Section 1602 of the CDFW, and Section 13260 of the California Water Code. Martin was never afraid to ask questions; always learning and looking for opportunities to improve himself and FCS. Despite often being the smartest guy in the room, he conducted himself with humility and humor, always approachable and always happy to break things down for those not as close to the subject matter as he was. Whether educating our teams about mitigation banking, telling a story about his beloved dog, talking with pride about our growing Natural Resources team, or reminiscing about trips to South America, time with Martin was time well-spent. His passion was contagious. We have an opportunity to learn from the examples Martin set and honor his legacy with the highest regard, fostering our personal relationships, taking pride in our impactful work, and smiling.
Mary Bean
Mary is FCS's Environmental Services Senior Vice President and has more than 24 years of experience managing the preparation of CEQA and NEPA documents in both the public and private sectors. She is knowledgeable about a broad range of environmental topics, backed by her experience in the field, research, technical writing, and planning. She specializes in leading interdisciplinary teams in the preparation of technical studies that support environmental clearance at the local, State, and national levels. Her depth of experience allows her to be particularly effective in strategizing with clients about the most efficient approach to environmental review. In her 7 years with FCS, Mary has successfully led FCS’s services on more than 450 projects.
Matthew McLaughlin
Matthew McLaughlin’s fifteen-plus years of experience in Project and Operations Management is helping FirstCarbon Solutions (FCS) grow into a leader in the Sustainability industry. His strategic planning, management of day-to-day operations, and support for critical projects allows FCS’ technical specialists and Directors the ability to work with clients from all over the world, ensuring their business is not only compliant, but at the forefront of sustainability and environmentalism. Along with being the behind-the-scenes support, Matthew uses his years of experience in process improvement and technical writing to help find ways to make the company run more smoothly with clearly defined policies and procedures, documented processes, and updated and modern technologies. Matthew graduated from the University of Florida and currently resides in Newport Beach, CA.
Megan Crawford
Megan Crawford is an Associate Scientist who joined the Environmental, Social, and Governance Team in August 2015. Megan provides substantial assistance working with clients on a variety of sustainability projects, including CDP consulting services, GHG inventories, Corporate Social Responsibility reports, and more. Megan has strong interests in environmental sustainability and sustainable development through environmental design (e.g. LEED, solar, green building, xeriscaping, etc.). Megan graduated from the University of California, Irvine in June 2015 with a B.S. in Earth System Science and minors in Biological Sciences and Global Sustainability. While at UCI, Megan was involved with sustainability on campus through PowerSave Campus Program and the Global Sustainability Resource Center. Megan also interned with the Center for Environmental Biology, working in conjunction with Irvine Ranch Conservancy and Crystal Cove Alliance on environmental projects, including vegetation monitoring, ecological restoration, and informal science education. In addition, Megan participated in undergraduate research and completed a senior thesis on Arctic lake productivity in connection with the carbon cycle.
Megan Starr
Megan Starr, JD, is a licensed Attorney who has more than 20 years of experience in providing support and direction to multiple stakeholders on large projects involving state and federal environmental laws, including CEQA, the Endangered Species Act, the Migratory Bird Treaty Act, the National Historic Preservation Act, the Clean Air Act, and the Clean Water Act. She has represented a wide variety of public agencies, including cities, counties, school districts, community services districts, transportation agencies, and water districts, with environmental and land use planning.
Melissa Ramirez
Melissa recently joined the FCS Publishing Department as a Word Processing and Document Specialist. She is responsible for formatting, word processing, and assembling FCS’ technical reports, environmental analysis documents, proposals, and other internal- and external-facing client deliverables. Melissa has more than 10 years’ experience in legal services and document review.
Michael Stephenson
As principal scientist and regional manager, Mike has over 25 years of experience in project management, multimedia risk assessments, soil and groundwater characterization, database management, and technical support for closure projects for commercial and government clients. He has managed various soil and groundwater investigation projects designed to specialize in human health and ecologically-based risk analyses. As an accredited Environmental Risk Manager, Mike also prepares environmental liability estimates for large industrial clients.
Michael Tuma
Michael has more than 25 years of experience in wildlife ecology and applied conservation. He is an expert in Endangered Species Act and California Endangered Species Act permitting and regulatory processes. He specializes in the study of tortoises, including desert tortoises, and is an experienced leader, having mentored biologists in a diversity of settings. Michael has project experience in a variety of market sectors, including renewable energy, land management, transportation, water infrastructure, gas and mineral extraction, and land development.
Patrick Schultz
Patrick is responsible for working collaboratively across all FCS operations and business units to deliver outstanding services and products to our clients worldwide. With over 25 years’ experience in operations management, process improvement and project management, Patrick most recently joins FCS from First American Corporation, where he was the Vice President of Strategy, responsible for management and oversight of over $40 million in capital projects. Prior to that, Patrick held positions including Divisional Chief Operating Officer, Vice President of Operations and Vice President of Business Development at First American. Patrick is a native of Washington state and now resides in Orange County, California. He has a Bachelor’s degree from Pacific Lutheran University in Tacoma, Washington.
Phil Ault
Phil has over ten years of experience in noise and air quality environmental impact analysis, and prepares stand-alone noise and air quality studies, as well as studies in compliance with CEQA and NEPA requirements. Phil has conducted extensive research in environmental and energy topics, including energy efficient project design, sizing of wind and solar PV hybrid generator systems, and project greenhouse gas emission impacts related to global climate change. He has also conducted extensive research into LEED for Neighborhood Developments, a tool developed by the U.S. Green Building Council as a standard for sustainable community design and development, and how such tools can blend with CEQA requirements. Phil leads the air quality and noise impact assessment team for FCS and manages the Fresno office.
Robert Fagerness
Robert Fagerness is a senior environmental engineer at FCS with more than 33 years of industry experience. He is an expert in areas of engineering entrepreneurship, environmental investigations, Phase II subsurface investigations, and construction management.
Sondra Scott
Sonda has over 25 years of senior management expertise in the fields of information services and analytics. She has direct experience leading and growing cutting-edge companies.
Ti Ngo
Ti Ngo is a historian and cultural resource analyst for FirstCarbon Solutions. After graduating from the University of Chicago with a BA in history, he worked and lived in Japan before moving to California to complete his MA at the University of California, Berkeley. In researching and writing technical reports, he works with clients to ensure that projects mitigate the impact to cultural resources and adhere to the California Environmental Quality Act (CEQA). He is passionate about preserving the legacy of California's past while providing a bridge to build its future.
Tiana Vernon
Tiana Vernon is a Sustainability Analyst who joined the Environmental, Social and Governance team in August 2020. She works primarily on GHG inventories, as well as CDP consulting services, and CSR reports. She earned her B.S. in Environmental Science from California Lutheran University in 2016, and later went on to earn her M.S. in Environmental Biology from CSU Los Angeles in 2020. Tiana has a wide variety of experiences in the environmental field. While attending Cal Lu, she spearheaded a project to bring composting, vermiculture and other sustainable practices to the campus garden. She has worked in education, both as a middle school science teacher and sustainability pioneer. Most recently, Tiana interned with the Climate Registry and worked on thought leadership development for GHG reporting. She is a vocal climate advocate and hopes that her work both personal and professional will help create a more just, sustainable future.
Trudie Porter Biggers
As a Grant Consultant since 2014, Trudie possesses over a decade of relevant experience in the competitive nonprofit sector. She has consistently succeeded in writing and securing grants from various sources, such as the US Department of Agriculture, the National Endowment for the Humanities and Arts, the Bureau of Land Management, and the US Bureau of Reclamation. Her areas of specialization include grant research, writing, budgeting, and compliance reporting, covering diverse topics such as agricultural farm-to-food pantry initiatives, healthcare, housing insecurity, arts, music and culture, irrigation and water quality, and historic preservation. Ms. Biggers also has extensive experience in direct project management, enabling her to craft proposals that support state, county, and city governments and private development clients in obtaining funding for the sustainable use of environmental resources. She is trained in NEPA, CEQA, and PFAs and is a registered professional grant writer with the American Grant Writers’ Association, Inc.
Tsui Li
Tsui Li, MURP, has more than 8 years of experience in environmental review and air quality analysis that comply with CEQA and NEPA regulations. She is proficient in the provisions of CEQA and other related State regulations and has actively managed the preparation of CEQA documents for residential, mixed-use, commercial, retail, transportation, and industrial projects. In addition, Ms. Li performs air quality and GHG emissions analyses to support CEQA documents using a wide range of models and has extensive knowledge of various quantification methods.
Yiu Kam
As Lead Creative, Yiu is responsible for the art direction of both the ADEC ESG Solutions and FCS business units’ marketing strategies. He enjoys collaborating with a great team of marketing professionals to creatively connect the dots between our company and their customers. Yiu juggles in-house design needs with external-facing client projects daily. As Visual Simulations lead at FCS, Yiu utilizes 3D modeling to empower clients and communities to “see” new projects before they’re approved. Yiu also works closely with the ESG Professional Services team to help companies publish science-based and graphic-rich Corporate Social Responsibility (CSR) Reports.
