Blossom Valley Organics North IS/MND
FCS prepared an expedited IS/MND for proposed improvements to the Recology Blossom Valley Organics–North operating facility in the unincorporated community of Vernalis in San Joaquin County. The proposed improvements include wastewater infrastructure improvements, a groundwater well, litter and dust fence expansion, additional incoming feedstock processing line, equipment wash area, aerated static pile system, second vacuum truck, and employee break room expansion.
Despite the project being located in unincorporated San Joaquin County, Stanislaus County served as the lead agency. The FCS team worked closely with the County to bring the Recology Blossom Valley Organics North operating facility into compliance with local ordinances and regulations. This project was very publicly sensitive, having received odor complaints for many years. At the request of the County, FCS prepared a fast-track IS/MND for the project on a very aggressive timeline to ensure compliance with CEQA and other pertinent regulatory requirements. The project was approved by the Stanislaus County Planning Commission on December 15, 2016.
