CEQA for Healdsburg 110 Dry Creek Rd. Hotel and Housing
FCS prepared an IS/MND for a 126-room hotel and low-income housing development at 110 Dry Creek Road in the City of Healdsburg. The Applicant proposes to demolish five existing structures and construct a four-story, 84,075-square-foot hotel and 39 affordable multi-family units totaling 84,534 square feet on the 3.87-acre site. A bridge across Foss Creek is proposed on the southwest corner of the project site to provide access from Grove Street. The project was approved in November 2016.
FCS provided planning entitlement services for the applicant and the project design team as the proposed project moved through both the preliminary planning and entitlement phases. This required critical knowledge of the Subdivision Map Act, CEQA, and local development standards. FCS also assisted the applicant with community outreach efforts, including facilitation at a project community workshop.
FCS provided thorough review of the project’s Conditions of Approval in advance of the City’s Planning Commission hearing on the project. FCS is now providing regulatory permitting and environmental compliance services for the project, including coordinating and finalizing the CDFW Lake and Streambed Alteration Agreement process; developing and presenting a WEAP addressing western pond turtle, wetland and riparian habitats, nesting birds, and other special status species and sensitive habitats; conducting pre-construction biological surveys and daily construction monitoring for special-status species; and preparing and implementing a Riparian Vegetation and Mitigation Monitoring Plan (RVMMP) for disturbed riparian vegetation. The FCS team will monitor the success and establishment of the shrubs and trees planted according to the RVMMP for three years following installation.
